I am looking at buying a Hybrid bike for the commute to work which comes with 700x28c Tyres. What would be the maximum width tyre that could be used?

    That will depend on the frame/ mudguard clearances.

    And of the internal width of the rim, unless you're willing to put new wheels on.

    An ideal 700c commuter tyre is probably in the range 28-38mm, depending on rider, bike and road conditions. However some tyres makers are extremely dishonest in sizing their tyres - their 38's can be 32's because the idiots are trying to make their tyres look lighter than their rivals. Specialized are particularly guilty here (and also make mediocre rubber). Continental and Marathon make probably the best tyres and are honest.

    Being able to run 38's is a big advantage; try to make sure that the bike you buy can, although its not an absolute must (unless you're heavy or heavy to ride gravel or the like) if everything else is right on a bike.
