Decent step-through frame

I'm looking for a frame to build into a SS commuter bike for the wife. She is adamant that she wants a dutch-style step-through, but it seems that all versions of these frames are designed to weigh as much as possible. Is there a reason why there are no decent lightweight step-through frames out there?
