squint hood..

i got given an old carrera valour road bike to go to the shops on without worrying about it getting nicked - in not bad condition but..
the left hood points inwards a lot more than the right (which is pretty straight)
this isn't normal is it?
i'm guessing it was a halfords job.. it hasn't slipped round and everything seems tight and neat around it.
Assuming it's not supposed to be like this, what can i do to fix it? it's perfectly ridable and i don't want to spend anything - is it possible to shift stuff around without scrapping the bar tape etc? (and how easy is bar tape to apply?
thanks!

is it a shimano sti? if so there should be a 5mm allen bolt on left hand side under the hood, slacken it off a little then straighten to the required position and nip up, job done0
