Can this be done easily by moving the spacers above the stem?
And once happy, should I take a hack saw to it, or just leave it as it is?
The bike is mainly used for commuting, but I need more speed![/code]

Yeah all you need to do is loosen the head set and then the stem. Lift it off take out the number of spacers you want put the stem back on and the spacers and tighten everything back up. You could cut it but I wouldn't do it straight away in case you unhappy with the position.

I couldn't just drop the bars on my Allez. For some reason I couldn't get rid of the play by just placing the spacer immediately under the stem above it. I ended up buying a few additional spacers of various heights.

Or in case you ever want to sell it - no point in limiting number of potential purchasers!
