stiffness when turning forks

bought an edinburgh courier sport (great bike) at the beginning of the year. Recently noticed that when turning the handlebar/forks there is a stiffness. Whe I lift the front wheel off the ground and shake bike side to side the forks are not moving smoothly.

Can this be easily sorted?
