New/old frame

I'm looking at a frame on e-bay. It's described as NOS (new old stock). So it's not brand new, but it's never been used.

The seller is from overseas and includes in his description the following statement:-

"please notice! since this frame has never been mounted certainly all fittings, threadings and bearing carriers need to be recut professionally"

Now I've no idea what this means (the "recut" business).

Can anyone enlighten me? Would be most grateful.

    Presumably all bottle cage, cable boss and BB threads need to be cleaned out to remove traces of paint and ensure that the new bits fit without trouble. The BB shell may also need to be "faced" (but this is rare with modern frames) to ensure that the BB unit seats properly in the frame to avoid the axle running on the skew.

    An decent LBS would have the tools for the job - known a 'prepping a frame' and usually requires running a reamer down the seattube, chasing the BB threads, facing the BB and headtube and finally running a tap through the bottle cage and other threaded bosses - this was commonplace with steel frames whereas most modern frames come more finished and generally don't need the same level of attention.
    Make mine an Italian, with Campagnolo on the side..
