SR Suntour question

Hi,
Kind of two questions. Recent returner to MTBing and got a Specialized Hardrock Pro disk last week. It's got a Suntour SR 100mm travel front sus. Firstly, should I be using the lockout for road riding, as I sometimes feel when mounting kerbs etc, that it doesn't like being restricted. (Am i right it locks by just turning the wee black thing on top of one of the fork shafts?)
Secondly, when i am using the sus, the +- wee black thing on the top of the other fork shaft doesn't seem to do anything when i turn it either way. I thought it would change the resistance of the fork, but it doesn't seem to do anything.
Any help on this would be much appreciated.

The +/- dial alters fork preload to set the sag - it doesnt change the overall stiffness of the spring. The changes are very subtle.
Use lockout when you feel is necessary, if at all.0
