What kind of brake is it? Shimano? Campagnolo? Other?

    If it's Campag....

The recent Campag rear brakes are single pivot, rather than dual, and therefore don't grab as hard as the front brake. If you squeeze only the rear lever while riding with one of these brakes, it will feel like it isn't fully engaging and the wheel will continue to rotate.

Got same problem on mine. Put it down to the fact that the cable is longer!!

What levers are you using? Mirage and Xenon ergos have plastic levers which always feel a bit 'spongy'. Check to see how firmly the rear cable is seated in the frame / stops - when you pull the lever hard, does the cable outer 'squirm' under load? Perhaps fitting a better quality outer which doesn't compress under load may help?
Make mine an Italian, with Campagnolo on the side..

Back brakes are pretty useless anyway - the weight shifts to the front while braking, so most braking has to be done there. I offer this as partial consolation - obviously, you still want the brake to be able to lock the tyre. Is the brake single or dual pivot? As one poster said, single's aren't great. Is there any way of adjusting your brake lever?
