36s 08 QR20 system not clamping up correctly?

When i tighten mine up with the 36s on if I grab the wheel at the top (near crown race) there is some lateral play, but not at the bottom.
Im trying to suss whether its the forks not clamping my pro2 hub securely or whether the hubs on its way out...
I hand tighten the screw-in axle then tightne the QR axle clamps...

# Before installing wheel, check that quick-release levers are in the open position (step 1 in the drawing below). Place the wheel into the dropouts of the fork, and slide the axle in through the fork and through the hub (step 2).
# Thread the axle in until hand tight.
# Rotate the axle lever to the closed position and push until it has clicked in.
# Compress fork a few times to ensure that the lower leg is settled into its lowest friction point on the axle.
# Close both QR Levers by rotating until the backside of lever contacts the lower leg.
and if there is play at the top of the wheel there HAS to be movement at the bottom.
fit the axle to the hub and see if you can get the bearings to move? if not then you fitting procedure needs looking at."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

well it looks like the problem is the hand tighten axle - I cant get enough hand torque on it to compress the hub ends together enough to remove the slop
- the end fitting spacers on my pro 2 are really loose off the bike - I guess to take out any misalignment
not sure how to get around this?

Strak what I was told and do when I put the wheel on, is to put the wheel on then
push the maxle bolt through just let it bight and then close the quick release clamps
and then tighten the maxle axle.
Have you spoken to the shop about this or take it back to the shop?

i will ask shop on tuesday - once you have shut the QR skewers surely this prevent sthe maxle fromn tightening afterwards??0
