Fox forks changing travel with changing pressure?

I mentioned this before in there i think and we've got a new confusion it seems.
fox float 2008 140mm
at 25psi in the forks they have 140mm travel
at 50 psi they have 130mm travel
at 100 psi they have 100mm travel.
I'd expect the forks to get harder as the pressure increases but i'd also expect them to bottom out at 140 all the time. with these forks currently, you can feel a definite stopping point so its not as though they're getting progressively harder - it just stops dead. not a clunking bottoming out but a certain limit.
any ideas?
