What bike for a beginner??

At the moment i am riding my uncles 20 year old raleigh bike with lever gear shift and a steel frame etc.
I am now looking for a bike for some commuting (2-3 miles each saturday) some road cycling at the weekends (25-40 miles) and maybe some weeknights and during the summer holidays...
But i am on a budget...
probably £300-400 max...
I am 6'2" almost 6'3" and i think i need a 58-61Cm frame??
can anyone give any suggestions for a decent bike???
