2006 Allez Elite frame - which replacment headset?

I bought the frame second hand and I want to build it up.
The frame originally came with an FSA headset (non-sealed), but due to a respray, various bits have gone missing.
There seems to be a headset cup very tightly inserted into the bottom of the headstube which my cup removal tool wouldn't shift. Is this what's referred to as a semi-integrated set?
What are my options? I daren't force the cup for fear of damaging the frame, so ideally I'd want to get a like-for-like replacement. Unfortunately my LBS couldn't help.
I've read that a Cane Creek IS2 headset will fit, but only after the removal of the lower cup.
All suggestions welcome!
