How do you measure a stem ?

Whats the correct way of measuring the length of a stem, is total length (i.e end to end) or is it center to center (i.e center of the steerer to center of the bars).
Thanks, may be a stupid question but I would rather ask than get it wrong.

Yes, else you'll get the tape too dirty to see the measurement.
