clunky chainset (ultratorque)

My Campag Chorus chainset has started making a 'clunking' noise when I pedal. The chainset is quite new and done less than 200 miles, I also fitted a new Record chain at the same time. The 'clunk' happens when I apply pressure on the forward stroke on both left and right side, and happens along the cassette (which I believe rules out a worn cassette). I striped it down tonight and reassembled it and I couldn't see anything obviously wrong, but it still does it :x The only thing I can see is that when I push against the spline there is movement, but isn't that meant to happen, that's the idea of the spring washer/ring inside the cup right?
If there is anything I cant stand it's a noisy drive train, and mine is noisy

Not sure what you mean by 'pushing against the spline', but there should be absolutely no movement between the two halves of the crank.

Have you checked that the central bolt is tightened to the correct torque?

You need to install it properly. Read this:

I doubt the bearings are worn because it's too new and they are industrial bearings which generally are made to a high tolerance - do the bearings feel firm on the spindle?Sounds like it's not installed correctly - if there's any rocking/side-to-side movement then it's not installed correctly. Measure your BB shell to make sure it's in 'tolerance' if too narrow, you'll need a spacer behind the cup - if too wide, it'll need to be 'faced' by your LBS.
Make mine an Italian, with Campagnolo on the side..

I have installed it as described in this article. When I say I'm pushing against the spindle I am in effect pushing against the wavy washer, compressing it. This would suggest that my bb shell is a little on the narrow side, but if that's the case what's the point of the wavy washer?
And the teeth in the middle of the spindle are locked tight, I can see them through the drainage
    hole in the bb shell.
Like I said it's something that's developed recently and I have tried new cleats on my shoes and I've put the pedals from my winter bike on and it still does it.

    Including the correct torque?
