Suitable bike after double hip replacement

Sorry if this is in the wrong place, wasn't sure...
Looking to get my family on 2 wheels. My wife is having both her hips replaced this year (caused by rheumatoid arthritis), and cycling has been recommended as a good low impact exercise to get her back in shape.
But what sort of bike should I get her? Light is good, so she's not working too hard, but also what about rear suspension, to soak up any jarring bumps? I'm getting me a hardtail MTB so I can enjoy rides off the beaten track as well.
I guess her riding will be limited to roads and flat trails. What about seatpost suspension instead, does that work to cushion bumps? Lightweight full suspension bikes cost a fortune and do more than she will ever need.
Any advice most welcome.
