According to Sheldon (RIP), and general convention I should only put a minimum of a 28mm wide tyre on a 19mm wide rim.

However, I have a 'spare' Michelin Krylion Carbon 25mm. Which, at 100psi, inflates to 28mm wide, whatever size rim I put it on. And seats well on a (19mm wide) Mavic A719 rim, again inflating to 28mm wide.

The big question is - How safe is this?

The 25mm tyre is not 25mm wide. it is 25mm from bead to tread, ie: depth. No problem with your fittment.
