Back wheel small buckle

My back wheel has a small buckle in it. i know this because as i was pushing the bike up the hill, every time the valve was at 12 o clock i could feel it catching.

What is the best way of trying to pull it out ?
Could i use the spok nuts

    If you're not confident, take it to your LBS.
    It always takes me ages to work out which way to turn the nuts and I'm rarely right!
    Take that into account with the fact that it's your rear wheel, (with added dish) and I'd be scuttling straight to a mechanic who knows his stuff.
    Should cost you £10-£15 tops.
