Inner tubes keep getting twisted and split near valve

Was wondering if anyone can help me. The inner tubes on my bike on both front and back wheel seem to keep twisted round with the tyre. The valve sticks out the rim and a werid angle as if it's getting sucked into the wheel. Eventually the inner tube splits right by the valve making impossible to fix. I've tried inner tubes with screw threads but these seem to last even less. I've put new rim tape on but still no joy. My only theory is, as I've had so many punctures the tyres come off now so easily and they getting on abit (two years) could the tyre be moving around as I cycle pulling the inner tube with it? Has this happend to anyone before? Thanks

    what are the rims? and what are the tyres? disc brakes?
    And new tyres will help.

    Disc brakes, Panracer Fire XC pro and cheap Alexis rims. They had been fine for ages it's only just started to happen but I've been through 5 tubes.

    the tubes get dragged round if you ride with a flat or very low pressure.

    Try some new tyres, 1 1/2 to 2 years is about how long mine last.

    I think your right, new tyres will probanly sort them out, now all I need is the the money :(
