Feels like my cranks are loose

But there is no movement by hand. Done the crank bolts up tight last night and felt movement again this morning, felt both sides move this morning when first pedaling away from door yet at other times just the left hand crank

So far have done:-

Tightened crank bolts
Tightened BB cups
Tightened pedals
Used different shoes.

Still feels as if there is movement between crank and BB.

Set-up
BB6500 68x109 Octalink
Specialized strong arm spider/crank
42t Shimano c/ring.

All new apart from chainring. No obvious signs of damage caused inside the crank/spider. Could the chainring bolts be too blame by not being titght emough even though they pass through the arms enough?
I've added a signature to prove it is still possible.

well if the chainring bolts are not tight then things can move. they need to grip the rings.

No signs of movement on the ring either but that is the next cure, looks like I'm gonn have to buy a chainbolt spanner :(

If you grab both cranks and move them can you get any play, it could just be the bearings on the bottom bracket?

Oh sorry, I didn't realise the BB was new.
