Frame too small?

Can anyone help me please? Last year I brought a 13" Gary Fisher Bitter over the internet which is a fantastic ride going downhill, unfortunately though I think the frame may too small as I can't completely extend my leg when pedalling and with being nearly 6ft tall you can imagine the problems it causes. I know I should have sorted it out there and then but never quite got round to it and now it's too late to send back. Has anyone got any advice on how and if I can get round this?

Buy another frame and change all the part over.
