Ultegra Hollowtech II Triple End Cap Included with cranks?

I've just had delivered a new Ultegra Triple Chainset, and a Ultegra Bottom Bracket from two different online bike shops. The spacer required for the triple and the end cap were not included. Should these have been included? and should they have been with the Chainset or the BB?
