Play in Rear suspension pivot

I'm in the process of rebuilding an old downhill bike. It's a Raleigh DHO. I've noticed there is some play in one of the chainstay pivots. It looks like one of the shims is missing hence the play. Is this something that can be easily fixed? Do I need special tools to disassemble the pivot?
