rear mech problem

hi, i have changed my tiagra rear mech for a used ultegra one. now they are both 9 speed but even though the limit screw is out fully the mech cage will not reach the small cog. any ideas?
i hate hills (cos i'm fat)

    Too much tension on the cable, undo the cable and start again.
    I've added a signature to prove it is still possible.

    Disconnect the cable and see if the chain will run in the smallest sprocket - use the stop screw to fine tune the position - if it still doesn't work then it's likely that the frame gear hanger is bent or the rear mech itself is bent.
    Make mine an Italian, with Campagnolo on the side..
