Newbie brake help!!!!

Hi guys. Im new to this site. Ive just started rebuilding a mountain bike I had in parts and have come into a problem with my brakes. I ran new cables which aren't too lonng or too short but when I pull the brakes on and release the grip, the pads are still gripping the disc. I have taken the calipers apart and they are all in corrct working order with all springs in place. They just seem to not pull the lever back fully.
They are promax brakes.
Can anybody help????

    got them on my old marin so you need to put new cables on you may get away with just the inners but they are cheep enough so go the whole hog and renew them inners and outer and that will sort your problem out.

    Thats with brand new cables, and sleeve, I have no idea whats wrong, it feels like somethings jamming up but ???? how much are new calipers of the same standard???
