If you mean the spacer underneath the stem then it's part of a Campagnolo TTC Hiddenset....where TTC means Tall Top Cap. Part number is HS-HD603 and is 15.9mm tall.I'd rather walk than use Shimano0 -

the specialized ones are made by cane creek and are slightly bigger in the outside diameter at the widest end to fit flush with the carbon headtube.
in fact they look a bit like this...
they were off a 2007 S-Works Roubaix frameset...0
