after loosening the top cap and rearranging the spacers around the stem, I have found a 2mm gap has appeared between the bottom of the steerer on the forks and the bottom of the headtube. I have tried applying pressure, but they will not engage...

Any advice on how I can get the bottom of the steerer to engage with the bottom section of the Aheadset?

You need to make sure all the bearing components are fitted and lined up properly. Have a look at the Park Tool website repair tips. While you're at it, strip the lot down, being careful to keep every component in sequence and the right way up (a bit of dowelling or plumbing pipe is good for this) and clean and regrease the bearings. It's not difficult, just read the instructions, take your time and be precise.
