More here, an open letter from the UCI.
'...This is why we have reached a situation where the French Cycling Federation is risking suspension, for having consented to the infractions committed by ASO executives; its President will probably be called to appear before a disciplinary commission...'

There aren't 2 federations. There is one involved (French) and the UCI (overall governing body)
Quothing the UCI webpage
The Congress : supreme controlling body. It brings together the representatives of the recognised National Federations each year. The Congress elects the Management Committee to which it delegates, under its supervision, the management of the UCI.Fckin' Quintana … that creep can roll, man.0 -

*** BREAKING NEWS ***
All teams will ride Paris-Nice - you heard it here first!
Some racing, hurrah!0 -
I still don't have any idea why a organisation would want a race not to go ahead and also threaten teams with fines and expulsion.. Is this Pat McQuaid guy like the Robert Mugabe of cycling?
actually after reading this

Interesting quoth.
"The ProTour system as it is today is completely bombed," McQuaid said. "We'd start on a new system with the teams, organisers and cyclists who wish to respect the regulations of the UCI," the UCI president said. McQuaid added: "What is at stake is the authority and the autonomy of the UCI."Fckin' Quintana … that creep can roll, man.0 -
So McQuaid is admitting that the UCI's grand scheme from the past few years has been a complete disaster? If he was a politician, he'd resign or be hounded out by now.
The UCI created the Pro Tour and sold expensive licences when it had little legal basis behind it. No right to enter races, no agreements with race organisers in place. If I owned a corner shop, I wouldn't take deliveries of chocolates and crisps from the local distributor without signing a contract with them.0 -

Indeed, "I don't know if Pat McQuaid has to resign but how long has been in power, a year or two? He hasn't done much...”
I reckon this quote alone guarantees CSC entry into the Tour de France for the next 10 years at least0 -
Good on the teams - at least somebody's starting to stand up to the 'blazer brigade' with their tall rhetoric, self-serving political ideals and very little interest in the sport. Let's face it, the cycling calendar will look pretty thin within ASO, RCS and Unipublic - the only bargaining chip the UCI have are the worlds and the Olympics - but to be honest, I'd much rather have Paris-Nice, Paris-Roubaix, Fleche-Wallonne, Liege-Bastogne-Liege, La Vuelta, Le Tour, the Giro etc, etc etc.Make mine an Italian, with Campagnolo on the side..0
