I wonder if the UK Govt would be quite so willing to accept that such practices are acceptable if a foreign Govt. had paid an informant to steal UK confidential records. Tax evasion is not acceptable but nor is a foreign Govt paying to steal secrets. Two wrongs don't make a right.
There are surely other ways and means to address this problem - Govt stealing from another 'country' isn't one of them. This technique simply shows a failure of the UK and German tax system.
To think this Labour Govt don't comment on leaked documents - no, simply happy to steal them!!!

In short, I'd say no. Not right.
I am actually quite surprised to see that the government seems happy to admit they have done this (maybe only after being caught out).
I hope the guy or gal that was paid 100K paid tax on those earnings!!!!!
