How to measure steerer length?

Hi,
Currently have a Giant Terrago Large (2004 I think) and the forks need upgrading.
I'm looking at buying a set of 2nd hand ones and wondered how I measure the steerer tube length, I take it this is the only variable when buying forks? Can i do it externally from the bike or do i need to take the forks apart from the frame?

with a tape measure. and measure the fork crown to the top cap and that is your current length plus about 5mm."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

215mm actual size.. Does that sound about right?
