Brakes almost locked: got fixed. But happended again

On Tuesday night when I was taking bike out of work (had been locked up) I noticed that
the back brakes were almost locked. I spun the rear wheel and it only spun around briefly.
So I had to undo the rear brake and make do with only the front brake.

Got it repaired at bike shop on Wednesday. Guy said someone may have tampered with my
bike or possibly my lock got in the way when it was locked.
He mentioned something about a spring. Seemed like it was simple but I can't remember.

Anyway, I noticed the same thing last night half way through my commute when I stopped (due to road block). I cycled home ok without any hitch.

So how do I fix this problem ?

    The pistons are probably a bit sticky. At the very least give them a good white lightning metal prepping (I love that stuff) but dont get it on the pads themselves.
