small stack heights?

What's the best way to get round a short steerer tube? Small stack height on the headset or small stem height? Will a lack of spacers be made up for by a high rise stem or handlebars or am i missing something here?

Oh, if anyone can recommend any low stack headsets that would be very helpful!

    All of your assumptions are about right. There are a couple of things to watch but they are obvious - your headset has to be the correct type for the frame (you can't use a zero stack unless the frame is ZS) and you shouldn't put an innapropriate stem of just to get a shallow clamp (an XC stem on a DH bike for example). Otherwise you can use whichever means you want to get your grips at the right height.
