re-fitting lx hollowtech 2 cracks

Hi
I dismantled my cranks to replace the middle ring, first removing the two allen bolts and then unscrewing the side bolt with a plastic tool. When re-fitting them do I tighten the allen bolts or the side bolt first? Is the side bolt used for tensioning the cranks or is it just a dust cap? p.s. I don't have a torque wench.
