Frame Build up

Help needed, I have purchased a Scott Scale Carbon CR1 frame with the intention of swapping the parts from my old bike together with some new bits, however I have now decided to sell the bike complete and therefore I am looking for suggestions as to what to fit. I ride 50% on the road with about 30% rough track and 20% sand and sea water. It is only for pleasure and to keep fit, I have a budget of around £1,000. Also is it a job for s DIYer or should I go to a pro shop?
