Would I notice much difference in road vibration/ buzz between a 60mm chunky stem with a 31.8 mm diameter aluminium riser bar and a 90mm stem with a 25.4mm riser bar.

Yeah, but you'd notice the handling changes much more...

If you want to cut out buzz then get carbon bars...

Depends on how it is made. My missus says she feels the 90mm more, but does depend on thickness.
