Chain tension adjustment - bikes not meant to be fixed

With riding fixed gear ascending to the latte set as a a trendy sub culture you see a lot of fixed gear conversions - including many with road frames complete with vertical dropouts. How on earth do you adjust chain tension on frames such as those, with no adjustment possible?

Or PROPERLY with an eccentric rear hub! Though I can't see the point of any method other than a frame actually designed for the purpose.
