IF one knows original thickness and IF one has the means of measuring current thickness, then can work out %age wear (and there is a guide figure which escapes me, but I'd go with a 50% reduction being too much!).
OTOH, I imagine that most people, like me, go be feel. If noticeably concave, then scrap time!

Campagnolo recommend measuring the distance between the two rim walls, and give a figure as to how much they are allowed to move apart - Of course, this means taking the damn tyre and tube off every time you wish to check!
For the exact measurement, you need to go to the Campag. website and look under their wheel instructions.
Essentially, you can measure your new rim, then measure it again later on when it's worn.
There is a dental tool that I have seen on a forum link that can be used for measuring rim thickness, if you have no wear indicators.
Rather than ditching it, you could consign it to turbo duty - though that means buying a new cassette, turbo tyre, tube and lockring.0
