Depends how much you want to spend. Altura make a nice set, the reflex, but they are a bit pricey.

Their basic ones are a bit cheaper, and theres the kinetics in between.

As for what to wear underneath, I dont really bother that much. A pair of grundies does me.
If you want you can try some undershorts-

This is always the problem with tights with no insert. What do you wear that doesn't make the tights bloody tight? Has to be reasonably thick for comfort.0

I always wear a pair of riding shorts underneath.Jeff Jones

I have the Lusso max repel which are £40 to £50 and are excellent value offering the same qualities as the stealth which was my first choice.
I wear bib shorts underneath which does make them a little tight but manageable. Probably cycling shorts would be better for long distance comfort. The Lusso's are very waterproof and I have had no problems with them along with 3 other riders in our club who use them.

I too have a pair of Lusso MAX Repel. Excellent longs for fit, comfort and warmth but this mornings hour and a half ride in constant, but not heavy, rain proved that they no longer actually repel water. I've always worn a pair of cycling shorts underneath - no problem. Two wheels good, four wheels bad0

I wear a pair of Stealth tights without the bib top.
Very good.
Afraid I'm a bit old school, and apart from a pair of underpants, nothing goes on underneath, other than the Fizik Pave saddle!
They have a Roubaix style liner, in any case.
Year 1 they were totally waterproof - I remember doing a ride in rain that was so torrential, 2-3ft of the verge flooded, and it was bouncing off the road by several inches - I stayed dry.
I might Nik Wax them this year, as I've noticed that they're not beading quite so well.
Not bad for a breathable material though, and I still don't get wet - not been out in too much rain though.
This is about as hot as I'd like it to get for riding in them though (13C ish today).0
