Worn Rims - Need new wheels

Been following threads about worn rims etc. I will soon require a new set of wheels due to rim wear. Bike is a hybrid that leans more to the road bike (Marin Fairfax on 28 wide tyres). I use it to commute every day 10-15 miles roundtrip through London.
I weigh a fair bit (95kg) and carry a pannier - my rear wheel over its life has had about four spokes replaced due to it breaking at the elbow at the hub. As I need a new set of wheels and due to my weight I was wondering if people would know if say a pair of Mavic Aksium or Fulcrum Racing 7 will be sufficient as that is about my budget 100-130 ish. I will also probably consider moving to 25mm tyres when the current set wear out.
Or should I consider more the Shimano T565 which has much more spokes. Can't in general find many hybrid type wheels online.
What have those who have similar bikes changed their wheels to when it comes the time? (Specialized Sirrus riders?).

personally i prefer 36 spokes, 32 spokes was origionally a cheapness move on anything but an out and out racing bike
admittedly, a front wheel will be fine on 32
36 obviously spreads the weight more, eyeleted rims have more strength too since your putting panniers on...My signature was stolen by a moose
