My friend purchased a second hand Giant fcr who was told it was 1 yr old. It is in good condition but has rust on the spokes where they go into the rim. What is the best thing to treat this?

bit of wire wool then some oily fingers should sort them.

Personally I prefer to keep oil away from rims (other than with discs)!

What wheels are they ? I'm surprised that there's rust on them. Most modern 'metal' wheels should be stainless steel spokes and Aluminum rims/hubs

Wire wool - it's probably some contaminant rather than rust - spokes should be stainless steel.
