Scavenging... sort of

When you see the same bike with bits (including wheels) missing and chained to a lamp post, every day for at least a month, how long before you can... um... liberate bits that would be useful to you?

This is, of course, my FRIEND who is asking this question

Also, apparently you can report an abandoned bike to the police, and they will let you take it? Sounds a bit unlikely but apparently true?

    The bike would want it that way. It's rather like being an organ donor I guess.
