Sticky Brakes?

When I use my rear brake, it no longer releases (the brake rather than the level). Could this be caused by cables or probably a broken brake?

Unclamp the cable and see if the caliper moves freely. If it does it is the cable.

thanks. Looks like the spring on the brakes are gone.
