This from the 10 Downing Street Website. It only has 34 signatures so far:

Join Cycling Plus magazine in calling for recommended EU legislation on HGV blind spot mirrors to be brought in now and save an estimated 18 cyclists a year (DfT's own figures!). Don't let the government fritter away time and lives until the March 2009 deadline. Vote to fit them now and make our city streets safer to cycle.

Not being a motorist, Im wondering where this blind-spot mirror would go? I remember larger vehicles used to have large overhanging mirrors for a better rear view; the problem was these mirrors had a tendency to smack pedestrians in the head! I think these ended up being banned.

does directive 2005/27/EC not already stipulate that all goods vehicles manufactured after 26/01/2007 shoul dhave these?

I know my newer fleet does and they are very effective.

If I recall correctly it was a due to action by a Dutch Transport Minister who had a son or daughter sadly killed by a truck who campaigned to get it introduced in Holland (certainly the first I noticed them on were Dutch trucks about 4 or 5 years ago maybe, I liked the look of it and specced it on new fleet I ordered, since then it has begun to come as standard fit (certainly on my 07 and 57 reg vehicles). Hopefully it will be adopted on all vehicles (I don't think it applies to buses but I may be wrong but many busses are generally better equipped in the mirror department anyway)

The next step is of course getting drivers to pay attention to waht they see in the mirrors (one of my biggest challenges day to day, I even have reverse cameras on all fleet but the still manage to hit the ocaasional inanimate object that they did not see) but if they save one life or even prevent one accident it is worth it both morally and financially (which sadly is the reason most take notice of)
