Scott carbon frames

Hi all, don't know if anyone can help, I've just bought a 2007 model Scott plasma pro triathlon bike and have noticed a couple of very smalll areas of damage in the laquer. This in itself is not a problem but when I rub a finger over the damaged,, the area of failed laquer spreads alarmingly easily, coming away frome the frame like a second skin. Don't know if anyone else has come across anything like this or has any suggestion as to how to cure the problem. Haven't even been out on the bike yet as I'm worried what a few flying stone are going to do to it. :?
