Rear Disc Caliper mount?

Evening all,
Got a question regarding my current ride.
It's a 2001 or 2002 Gary Fisher Hoo Koo E Koo that came with some lame excuse for a disc brake (long since been chucked in the bin) on the front but V-brakes on the back. I really want to upgrade to discs front and rear as V-brakes are a waste of time this time of the year but my frame has no standard caliper mount. What it does have is some strange thing on the LH chain stay (non drive side) right near the dropout. This has 2 tapped holes in it vertically. Is this some kind of old style caliper mount? Can I get an adaptor of some description from anybody so I can fit a proper set of brakes? Are there any other solutions? Should I just get some Magura's like we did back in the day (early-mid 90's)?
I was gonna get a new ride but funds are a bit low to get anything decent, besides I like the way my Fisher rides and was gonna keep it as a 2nd bike anyway.
Any advice greatfully received.

A2Z do an adapter for none disc ready frames. pics needed of what you have as there may be a trek/fisher adapter you can use."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

Yeah pics would be a help wouldn't they, I'll get some posted to show what I mean, just my bikes over at my folk's house.
