What's in a Stem

Bought myself an old Langster 54cm frame, a little small as I normally ride a 56 but budget was an issue.
Amazingly the frame came fitted with a 120mm stem! I replaced it with a 100mm but it still feels long. The drop between saddle and bars is quite severe due to the small frame so I flipped the stem so that it's angled up but it now feels unstable, so much that I came off on a patch of frost the other day.
Compared to my 10 speed which fits perfectly the reach on the Langster is about an inch further out.
Should I be looking for a shorter stem say 80mm and flip it back down to regain stability?
