Can anyone tell me how to set up a front tiagra shifter. I just can't seem to get it right. Even adjusting the stop screws I still cannot get it to stop rubbing on the inside of the outer plate.

You should be able to download the instructions from the Shimano website. Don't know about tiagra specifically, but the first step is to get it mounted exactly right, with the right distance between the bottom of the cage and the big chainring (this will be in the instructions). Is it rubbing on the inside of the outer plate even when the shifter is pushed all the way in the appropriate direction and the limit screw is all the way (or most of the way) out? If so you might just need to get a bit more tension in the cable before you tighten it. This can be a bit fiddly as you need to pull the cable taught with a pair of pliers at the same time as tightening the screw which holds it to the mech. Make sure the cable is in the groove and the bolt is tightened enough, but not too much so you risk stripping the thread... (torque wrench is really useful!) If the cable isn't fixed properly it will slip when it is pulled tight by the shifter...
