British Cycling facilities update

Very interesting article on BC's website about planned facilities for closed road circuits and other permanent facilities.

This bit in particular caught my eye:
"The strangest scheme is perhaps the plan to turn a section of abandoned highway in Kent into a sports park, with a long length of disused highway available for time trialing and road racing, together with MTB trails and leisure cycling routes."

Anyone know where that is?
