Dahon Annoyance

I have a Dahon Speed (not sure which model it is - the mid-priced one of the three speeds) and there is one thing about it that has annoyed me. On the tube that holds the stem there is a little bolt that sticks out (towards the bottom, near where it folds, pointing back towards the seat post). That bolt is positioned in such a way that it presses against the frame every time the bike is folded. Over the couple of months I've had the bike it has started digging a bit of a hole into the frame. After giving it a good look yesterday I cut it off with a hacksaw as it doesn't seem to be massively important.

Does anyone know why it is there, and also why it is in such a stupid position? I really believe that if I'd left it there for a few months more I'd have eventually found a hole in the frame.

    No Idea, I ride a Brompton. Its beautifully engineered.

    Does (did) it stop the stem coming out of the top of the tube?
