Phillips Lightweight. Can you help identify model?

I have just acquired this Phillips Lightweight single-speed.

Would apreciate any help identifying the model, and any history of the brand.
It has a lightweight sticker and what i assume is 531, although the sticker is covered in Gaffer tape.
Unfortunately it has a bent seatstay, as well as dodgy forks, pedal and is a bit of a sorry state....It does ride though.
I am thinking commuter bike, or even a fixie project, does it deserve more than that?
Any thoughts welcome.

Could be a lightweight tourist P27 , judging by the handle bars. the Philliips racer was the Jaguar and it looked like this.

I will post further pics tomorrow . The head badge will tell if it's a pre Raleigh model . It will say Birmingham on it .bagpuss0 -

Thanks Bagpuss, yes it does say made in Birmingham on the headtube badge, do you know when Raleigh took them over? I will try searching for a P27 to compare it to.BeestonCC Sportive

I had looked at Classic rendezvous, and Sheldon Brown as well as Oldroads, but there is limited info. about them.
Looking at the downtube today it feintly says Tourist.
Have you been to Coventry transport museum, I went a couple of years back, and might have a ride there again, I wonder if they have any Phillips there with it being just down the road from Brum.
