I imagine that "insufficiently precise, insufficiently unambiguous, insufficiently coordinated, insufficiently effective" apply to almost any institution - including the NHS, civil service, universities etc. I see this kind of thing all the time - death by sub-committee, steering group, worries about individuals' "sensitivities".... It's amazing that the UCI is able to implement any change at all.0
