    I imagine that "insufficiently precise, insufficiently unambiguous, insufficiently coordinated, insufficiently effective" apply to almost any institution - including the NHS, civil service, universities etc. I see this kind of thing all the time - death by sub-committee, steering group, worries about individuals' "sensitivities".... It's amazing that the UCI is able to implement any change at all.
    You just have to ride like you never have to breathe again.

    As it was an independent enquiry set up by Rabobank I'd imagine that Rabobank paid for it.
